ADDRESS BY H.E. MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE COVID- 19 PANDEMIC SUNDAY 29TH MARCH, 2020 1. Fellow Nigerians,
2. From the first signs that Coronavirus, or COVID-19 was turning into an epidemic and was officially declared a world-wide emergency, the Federal Government started planning preventive, containment and curative measures in the event the disease hits Nigeria.
3. The whole instruments of government are now mobilized to confront what has now become both a health emergency and an economic crisis.
4. Nigeria, unfortunately, confirmed its first case on 27th February 2020. Since then, we have seen the number of confirmed cases rise slowly.
5. By the morning of March 29th, 2020, the total confirmed cases within Nigeria had risen to ninety-seven. 6. Regrettably, we also had our first fatality, a former employee of PPMC, who died on 23rd March 2020. Our thoughts and prayers are with his family in this very difficult time. We also pray for quick recovery for those infected and undergoing treatment. 7. As of today, COVID-19 has no cure. Scientists around the world are working very hard to develop a vaccine. 8. We are in touch with these institutions as they work towards a solution that will be certified by international and local medical authorities within the shortest possible time. 9. For now, the best and most efficient way to avoid getting infected is through regular hygienic and sanitary practices as well as social distancing. 10. As individuals, we remain the greatest weapon to fight this pandemic. By washing our hands regularly with clean water and soap, disinfecting frequently used surfaces and areas, coughing into a tissue or elbow and strictly adhering to infection prevention control measures in health facilities, we can contain this virus. 11. Since the outbreak was reported in China, our Government has been monitoring the situation closely and studying the various responses adopted by other countries. 12. Indeed, the Director General of the Nigeria Centre for Disease Control (NCDC) was one of ten global health leaders invited by the World Health Organisation to visit China and understudy their response approach. I am personally very proud of Dr Ihekweazu for doing this on behalf of all Nigerians. 13. Since his return, the NCDC has been implementing numerous strategies and programs in Nigeria to ensure that the adverse impact of this virus on our country is minimized. We ask all Nigerians to support the work the Federal Ministry of Health and NCDC are doing, led by the Presidential Task Force. 14. Although we have adopted strategies used globally, our implementation programs have been tailored to reflect our local realities. 15. In Nigeria, we are taking a two step approach. 16. First, to protect the lives of our fellow Nigerians and residents living here and second, to preserve the livelihoods of workers and business owners to ensure their families get through this very difficult time in dignity and with hope and peace of mind. 17. To date, we have introduced healthcare measures, border security, fiscal and monetary policies in our response. We shall continue to do so as the situation unfolds. 18. Some of these measures will surely cause major inconveniences to many citizens. But these are sacrifices we should all be willing and ready to make for the greater good of our country. 19. In Nigeria’s fight against COVID-19, there is no such thing as an overreaction or an under reaction. It is all about the right reaction by the right agencies and trained experts. 20. Accordingly, as a Government, we will continue to rely on guidance of our medical professionals and experts at the Ministry of Health, NCDC and other relevant agencies through this difficult time. 21. I therefore urge all citizens to adhere to their guidelines as they are released from time to time. 22. As we are all aware, Lagos and Abuja have the majority of confirmed cases in Nigeria. Our focus therefore remains to urgently and drastically contain these cases, and to support other states and regions in the best way we can. 23. This is why we provided an initial intervention of fifteen billion Naira (N15b) to support the national response as we fight to contain and control the spread. 24. We also created a Presidential Task Force (PTF) to develop a workable National Response Strategy that is being reviewed on a daily basis as the requirements change. This strategy takes international best practices but adopts them to suit our unique local circumstances. 25. Our goal is to ensure all States have the right support and manpower to respond immediately. 26. So far, in Lagos and Abuja, we have recruited hundreds of ad-hoc staff to man our call centers and support our tracing and testing efforts. 27. I also requested, through the Nigeria Governors Forum, for all State Governments to nominate Doctors and Nurses who will be trained by the NCDC and Lagos State Government on tactical and operational response to the virus in case it spreads to other states. 28. This training will also include medical representatives from our armed forces, paramilitary and security and intelligence agencies. 29. As a nation, our response must be guided, systematic and professional. There is a need for consistency across the nation. All inconsistencies in policy guidelines between Federal and State agencies will be eliminated. 30. As I mentioned earlier, as at this morning we had ninety-seven confirmed cases. Majority of these are in Lagos and Abuja. All the confirmed cases are getting the necessary medical care. 31. Our agencies are currently working hard to identify cases and people these patients have been in contact with. 32. The few confirmed cases outside Lagos and Abuja are linked to persons who have travelled from these centres. 33. We are therefore working to ensure such inter state and intercity movements are restricted to prevent further spread. 34. Based on the advice of the Federal Ministry of Health and the NCDC, I am directing the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11pm on Monday, 30th March 2020. This restriction will also apply to Ogun State due to its close proximity to Lagos and the high traffic between the two States. 35. All citizens in these areas are to stay in their homes. Travel to or from other states should be postponed. All businesses and offices within these locations should be fully closed during this period. 36. The Governors of Lagos and Ogun States as well as the Minister of the FCT have been notified. Furthermore, heads of security and intelligence agencies have also been briefed. 37. We will use this containment period to identify, trace and isolate all individuals that have come into contact with confirmed cases. We will ensure the treatment of confirmed cases while restricting further spread to other States. 38. This order does not apply to hospitals and all related medical establishments as well as organizations in health care related manufacturing and distribution. 39. Furthermore, commercial establishments such as; a. food processing, distribution and retail companies; b. petroleum distribution and retail entities, c. power generation, transmission and distribution companies; and d. private security companies are also exempted. 40. Although these establishments are exempted, access will be restricted and monitored. 41. Workers in telecommunication companies, broadcasters, print and electronic media staff who can prove they are unable to work from home are also exempted. 42. All seaports in Lagos shall remain operational in accordance with the guidelines I issued earlier. Vehicles and drivers conveying essential cargoes from these Ports to other parts of the country will be screened thoroughly before departure by the Ports Health Authority. 43. Furthermore, all vehicles conveying food and other essential humanitarian items into these locations from other parts of the country will also be screened thoroughly before they are allowed to enter these restricted areas. 44. Accordingly, the Hon. Minister of Health is hereby directed to redeploy all Port Health Authority employees previously stationed in the Lagos and Abuja Airports to key roads that serve as entry and exit points to these restricted zones. 45. Movements of all passenger aircraft, both commercial and private jets, are hereby suspended. Special permits will be issued on a needs basis. 46. We are fully aware that such measures will cause much hardship and inconvenience to many citizens. But this is a matter of life and death, if we look at the dreadful daily toll of deaths in Italy, France and Spain. 47. However, we must all see this as our national and patriotic duty to control and contain the spread of this virus. I will therefore ask all of us affected by this order to put aside our personal comfort to safeguard ourselves and fellow human beings. This common enemy can only be controlled if we all come together and obey scientific and medical advice. 48. As we remain ready to enforce these measures, we should see this as our individual contribution in the war against COVID-19. Many other countries have taken far stricter measures in a bid to control the spread of the virus with positive results. 49. For residents of satellite and commuter towns and communities around Lagos and Abuja whose livelihoods will surely be affected by some of these restrictive measures, we shall deploy relief materials to ease their pains in the coming weeks. 50. Furthermore, although schools are closed, I have instructed the Ministry of Humanitarian Affairs, Disaster Management and Social Development to work with State Governments in developing a strategy on how to sustain the school feeding program during this period without compromising our social distancing policies. The Minister will be contacting the affected States and agree on detailed next steps. 51. Furthermore, I have directed that a three month repayment moratorium for all TraderMoni, MarketMoni and FarmerMoni loans be implemented with immediate effect. 52. I have also directed that a similar moratorium be given to all Federal Government funded loans issued by the Bank of Industry, Bank of Agriculture and the Nigeria Export Import Bank. 53. For on-lending facilities using capital from international and multilateral development partners, I have directed our development financial institutions to engage these development partners and negotiate concessions to ease the pains of the borrowers. 54. For the most vulnerable in our society, I have directed that the conditional cash transfers for the next two months be paid immediately. Our Internally displaced persons will also receive two months of food rations in the coming weeks. 55. We also call on all Nigerians to take personal responsibility to support those who are vulnerable within their communities, helping them with whatever they may need. 56. As we all pray for the best possible outcome, we shall continue planning for all eventualities. 57. This is why I directed that all Federal Government Stadia, Pilgrims camps and other facilities be converted to isolation centers and makeshift hospitals. 58. My fellow Nigerians, as a Government, we will avail all necessary resources to support the response and recovery. We remain committed to do whatever it takes to confront COVID-19 in our country. 59. We are very grateful to see the emerging support of the private sector and individuals to the response as well as our development partners. 60. At this point, I will ask that all contributions and donations be coordinated and centralized to ensure efficient and impactful spending. The Presidential Task Force remains the central coordinating body on the COVID-19 response. 61. I want to assure you all that Government Ministries, Departments and Agencies with a role to play in the outbreak response are working hard to bring this virus under control. 62. Every nation in the world is challenged at this time. But we have seen countries where citizens have come together to reduce the spread of the virus. 63. I will therefore implore you again to strictly comply with the guidelines issued and also do your bit to support Government and the most vulnerable in your communities. 64. I will take this opportunity to thank all our public health workforce, health care workers, port health authorities and other essential staff on the frontlines of the response for their dedication and commitment. You are true heroes. 65. I thank you all for listening. May God continue to bless and protect us all.

Breaking: Nigerian Immigration Boss Tests Positive for Coronavirus
The Comptroller-General of Immigration, Muhammed Babandede, has tested positive for coronavirus.
The CG, who disclosed this in a WhatsApp message to newsmen this morning, explained that he is already on self-isolation since he returned from the United Kingdom on March 22.
He stated, “Today, I tested positive for COVID-19. I have been on self-isolation since my return from UK on Sunday 22nd of this month with British Airways in Lagos.
“I urge my loved ones, Immigration Officers and Nigerians to pray for me and all those affected.”
Babandede urged immigration officers to continue working with his deputy to move the service forward.
He added, “It is a very difficult time but we can’t change what God destined for us.
“I urge officers to continue working with my able Deputy to further move our Service to another level. As advised by NCDC, I am totally isolated.”
This is happening barely 12 hours after the Kaduna State Governor, Nasir El-Rufai, tested positive for COVID-19.
BREAKING: UCH CMD tests positive for COVID-19
The chief medical doctor, UCH, Prof Jesse A. Otegbayo, has tested positive for coronavirus.
This was disclosed in a statement personally signed by the CMD.
The statement reads: “On Monday 23rd March, we commenced a 12man quarterly board meeting which was meant to last 5 days in the hospital, we observed social distancing and other precautionary measures for covid-19 as much as possible.
However, on Wednesday morning, one of us presented with what appeared to be symptoms of covid-19, his samples were immediately taken for test and the meeting called off.
“His results returned positive on Friday morning and every participant (including me) immediately went into self-isolation while our samples were also taken for test.
“Unfortunately, my result returned positive on Saturday afternoon and I remain in isolation as I am not symptomatic. All staff who have been in contact with me and other participants during this period have been advised to immediately proceed on self-isolation pending the time they get tested.
“Covid-19 is spreading faster than we think and I enjoin everyone to take precautions. If one person has it, then a gathering of two becomes dangerous. Stay at home, avoid unnecessary outing and stay safe.”

Groom walks out on bride during church wedding
Mr Rufus Aplang, left guests and worshippers in shock when he walked out of church during his wedding and abandoned his supposed bride, Judith, in Jos.
Aplang fled the God’s Glory Ministry, Jos, venue of wedding when it was time to take the wedding vow on Saturday.
His action threw family members, friends, colleagues and associates into wild confusion.
Aplang, was quoted allegedly to have said before walking out of the Church that he had planned 10 years ago to disgrace his supposed bride on their wedding day.
An eye witness, Miss Julian Dogo, told the News Agency of Nigeria (NAN) on Sunday in Jos, that the fleeing groom gave shocking answers to the pastor while he was taking his marital vows.
“Aplang was asked on the altar by the pastor, do you take Judith as your wife for batter for worse? Then he replied with a No.
“The pastor put the same question to him, and he replied, ‘Pastor, I heard you clearly, and understand English very well and my answer is still No’
“Then the pastor said to him, but you are well dressed and came ready for this wedding, and he replied, ‘sorry, I made up my mind 10 years ago to disgrace her on our wedding day’
“As soon as he said that, he walked out of the church, and was followed by his best man and his friends who drove out of the church premises,”Dogo told NAN
NAN reports that Judith, the supposed bride, collapsed inside the church and was taken to an disclosed hospital around Plateau State Polytechnic in Jos
Mr. Peter Sani, best man to Aplang, who narrated the incident to NAN, described it as very “embarrassing”
“Aplang is my childhood friend, Judith has been a friend and sister too, and he dated her for over 12 years.
“I was in the church to serve as a best man, and also as a fulfilled man to witness their wedding, but I was shocked and highly disappointed with what happened in the church today,” he said.
Sani, who attributed his friend’s behaviour to some sort of diabolism, added that Aplang’s action was not ordinary.
“This is not ordinary; Aplang will always confide in me on any issue, if he had the plan to walk out on the altar he would have told me.
“What happened today is unimaginable, I came out of the church weeping profusely” he added. (NAN)

Country music star Kenny Rogers dies
American country music legend Kenny Rogers has died aged 81.
A family representative said he "passed away peacefully at home from natural causes".
Rogers topped pop and country charts during the 1970s and 1980s, and won three Grammy awards.
Known for ballads including The Gambler, Lucille and Coward Of The County, his career spanned more than six decades.
He once summed up his popularity by explaining that he believed his ballads "say what every man wants to say and that every woman wants to hear".
He was inducted into the Country Music Hall of Fame in 2013 and, that same year, received a Lifetime Achievement Award from the Country Music Association.
In their statement his family said he "left an indelible mark on the history of American music".
A keen businessman, Rogers also led several ventures over the years, mainly in property and the restaurant sector.
He was married five times and had five children.

Actors threaten to leave AGN if Senator Abbo is removed as patron
The Northern Chairman of the Actors Guild of Nigeria has threatened to dump the association if the appointment of Senator Elisha Abbo as the patron is withdrawn according to a report by DailyPost.
There has been outrage from some actresses over the appointment of the Senator as a patron of the AGN and they called for his withdrawal due to his recent case of assault on a nursing mother at a sex toy shop in Abuja.
However, the Chairman of the Adamawa state chapter, Jimi Lot, said Abbo was appointed because of his philanthropic nature in the North, adding that he is not guilty of assault until proven so by the court.
He explained that the Senator has apologised for his actions and hence should not be held down and denied appointment from the AGN.
According to him: “Even Jesus forgives so why wouldn’t Nigerians accept Senator Abbo’s apologies and forgive him over the assault. The guild is not going to withdraw the appointment. .
We the northern actors will not agree on this and will not take this if the guild tries to do otherwise. If they attempt to do that, we are going to secede. The northern actors will break up from the guild and form our own in the North, since our choice cannot be respected.”

Why we appointed Senator Elisha Abbo as patron – AGN
The Actors Guild of Nigeria (AGN) has given reasons it appointed Senator Elisha Abbo who was spotted in a viral video, assaulting a nursing mother in a sex toy shop as patron of the association.
The Adamawa lawmaker who was spotted in a viral video last year assaulting a nursing mother was appointed as the Patron of the Actors Guild of Nigeria on Monday.
The lawmaker’s appointment stirred controversy on social media as female members of the association reacted bitterly.
Popular actress, Kate Henshaw had on her Twitter page said the lawmaker was not worthy to be a patron of the AGN.
She stated that there are women in the guild, and they don’t want to be slapped.
But reacting, the AGN Adamawa State chapter Chairman, Jimmy Lot said the uproar was a campaign to smear Senator Ishaku Abbo.
Speaking to DAILY POST, he said that the lawmaker was appointed because of his tremendous work and contribution to the creative sector in the North East.
”Senator Abbo was recommended based on his performance and support to actors and youths in the North East.
”He has Spearheaded major developmental projects which include, North East Development Commission which we were made to understand that there are provisions to empower the youths in skill developments.
”A young man that came up to set a standard that has never been set before. After contesting for the senate, he won his election, they went ahead to sponsor that rubbish. We have never seen any politician that offended anybody in this country, come up on national media and apologize to Nigerians and the family of the victim.
”Those people raising issues, do they think that there are no women in the North or in Adamawa that can fight the Senator. We the Adamawa chapter recommended him because of his performance to his constituency. We believe he can do well to other constituencies, so based on his performance we rated him and recommended him to the national AGN.
Jimmy while accusing the lawmaker’s political opponents of sponsoring the ‘assault video campaigns maintained that Senator Abbo is innocent until proven otherwise by the court.
”What I want to tell Nigeria is this, in this country we have seen the worst and nobody has talked about it. We shouldn’t use the assault case to create mountains. We the AGN North East members have decided that this is our choice, and we feel this Nollywood industry is not a South East or South-South affair. The selection or the choice of the North should be respected and not to be rubbished.
”The youths in the North East see him as an Icon and are proud of him, because it takes humility and repentance to come up on National Media space and apologize. After all, to err is human and forgiveness is divine.

Veteran Abuja based journalist Dr. Amina Yahaya has reacted to the comment made by Hilda Dokubo and her colleague Kate Henshaw both Vetran Nollywood actress.

BREAKING: Houses Burnt As Explosion Rocks Abule Ado In Festac
There was a huge explosion at the Abule Ado area of Festac Town in Amuwo Odofin LGA of Lagos State.
An eyewitness told our correspondent that a tipper offloading sand caught fire, which spread to a nearby pipeline, triggering the blast.
Many houses have been destroyed by the blaze, the Lagos state fire service, however, says the implosion is not connected with the pipeline, but there are buildings on fire in Ado Soba, Abule-Ado, and Amuwo-Odofin.
According to officials of the fire service, the situation is under control.

Osinbajo’s convoy involved in accident, ‘one killed’
The convoy of Vice-President Yemi Osinbajo was involved in an accident en route to Nnamdi Azikiwe International Airport, Abuja, on Friday.
A source disclosed this, says one of the outriders in the convoy of Nigeria’s number two citizen died in the accident.
The vice-president was said to be heading to the airport ahead of a flight to Lagos when the incident happened.
Laolu Akande, spokesman of the vice-president, did not respond to inquiry on the accident which happened five days after Osinbajo celebrated his 63rd birthday.

Kwara govt removes Saraki’s name from state varsity
On Tuesday, the Kwara State House of Assembly amended the Kwara State University Law and changed the name of the institution from Abubakar Olusola Saraki University to Kwara State University.
The Kwara State University (Amendment) Bill 2020 was one of the four amendment bills passed by the Assembly on Tuesday which it said would drive best practices in the education sector and local government administration in the state.
A statement from the Assembly read partly, “The Kwara State University (Amendment) Bill, 2020 which reverted the name of the University from Abubakar Sola Saraki University to Kwara State University has been passed and forwarded to the governor for approval.”

BREAKING: Court suspends Oshiomhole as APC National Chairman
The High Court of the Federal Capital Territory (FCT), sitting at Jabi, Abuja, today ordered the suspension of Comrade Adams Oshiomhole as the National Chairman of the ruling All Progressives Congress (APC).
The suspension order, according to the judge, is to subsist till the final determination of the substantive suit seeking the removal of the former Edo State governor as APC national chair.
The suit was brought before the court by some APC members from Edo State, predicating it on Oshiomhole’s suspension by the party in his ward in from his home state.

Bandits kill 50 in Kaduna village, raze houses
About 50 people have been reported killed by gunmen suspected to be armed bandits in Kerawa, Rago, Marina, Zariyawa, Hashimawa, and Unguwar Barau villages, all of Igabi Local Government Area of Kaduna state at the weekend.
Kaduna State Police Command confirmed the incident, though no casualty figure was given as at press time.
The Police Command’s Public Relations Officer, ASP Muhammad Jalige told The Nation the casualty figure was yet unknown.
ASP Jalige, who spoke to our correspondent 7:20am on Monday, said the contingent of the Commissioner of Police was on the way to the affected villages to assess the situation.
According to him: “Yes, there was an attack. In fact, as we speak, I am in the entourage of the Commissioner of Police. We are going to the scene. When we come back, I will get back to you”.
Sources from Igabi told our correspondent that, over 50 persons, including children, Almajiri, women and aged were hacked to death by the bandits.
A source from the area said, the killers came to revenge attacks launched against them by the security forces who bombarded the bandits camps in the neighboring Birnin-Gwari local government area few weeks
According the source: “If you remember, few weeks ago, Policemen raided the bandits’ camp and killed over 200 of them. Soldiers and Air Force also attacked the bandits few days ago and they also killed many of them.
“So, these people believe we are the ones giving the security operatives information about their movement and camps. Some of the villagers who escaped from the attackers said, the bandits were saying it in Hausa language that, the villagers were ones reporting them to the security.
“I don’t live in any of those villages, but people often run from some of the villages to take refuge here.
“The villages have actually been suffering in the hands of the bandits for a long time. They invade the villages and kidnap people unchallenged. That is why they became the first suspects to the bandits.”
Meanwhile, the Hausa Service of the Voice of America in its 6:00am news bulletin, reported that over 50 persons where killed in the attack.
A native who was interviewed in the report, said there was heavy presence of the police in the area after the grousome attack.
The villager alleged while the attack was on, a plane presumably on reconnaissance duty was sighted hovering above the sky.
According to him: “What happened was unprecedented. We have never seen such kind of horror in our lives.
“These killers are Boko Haram. They stormed our village killing indiscriminately, they spared nobody, the young, the old, even Almajiris were not spared.
“They continued to shoot people, setting fire on the dead and on property. It was extremely horrific!’ They went from one room to the other, a man and his children were killed, even new born babies.
“We have over 50 dead now, we are yet to bury them. It will take hours to bury the dead.
“We are appealing to the Federal Government to please, pay attention to the situation in Igabi Local Government Area, especially Igabi west.
“President Buhari should come to our rescue. Please deploy security agents that can do this work, those earlier stationed here never stayed.
“We all must die one day and return to Almighty Allah, even the bandits were saying so. Therefore, the government should fear Allah. We are in a terrible situation.
“If we start this funeral now, we will not finish till midnight. We saw a plane, but it just passed like it was flying to Makkah.”
“These killers are not just bandits, they are Boko Haram, they did not steal anything, they just killed and burnt peoples’ belongings.”

Although the police authorities and Kaduna state government are yet to confirm the attack, an indigene of Giwa local government told Channels Television that Troops of the Nigerian Army and Air Force launched offensive attacks against the bandits and in the process, killed many of them.
Sources also said that the bandits launched the attacks in what seems like revenge against the villagers who they accused of providing information to security agencies which resulted in the killing of their members.
As at the time of filing this report, the military is still carrying out offensive attacks on camps occupied by the bandits inside the thick forests within Giwa, Birnin Gwari and Igabi local government areas.
